CAPACITY FOR RE:BUILDING
INCLUSIVE URBAN RECOVERY
The programme area brings together projects working on “recovery and reconstruction” in different ways, ranging from capacity-building activities to participatory processes in places affected by conflict or natural disasters.
Ongoing projects:
Baltpart is a capacity-building project that equips urban practitioners in Ukraine with skills and knowledge in participatory methods for sustainable urban development. It is a joint project between Architects Sweden, the Estonian Association of Architects, Ro3kvit and Shared City Foundation, funded by the Swedish Institute.
Baltpart builds on the European cultural heritage project UREHERIT to deepen participants’ knowledge of inclusive participatory processes. UREHERIT is funded by the European Union. Through Baltpart, 12 participating teams have received training in tools and methods for inclusive participatory planning and design, such as the Her City Toolbox and Urban Forums/Urban Hacks, alongside support to develop proposals for their own local projects. The Her City Guide has been translated into Ukrainian to make the methodology easier to apply in Ukrainian cities.
Four projects have chosen to explore the Her City methodology further:

In collaboration with Ro3kvit and EAA, Shared City is also conducting an Urban Hack in Kalush. The aim is to enrich the established Estonian approach to hackathon-style participatory processes by integrating Her City. This is being piloted in Kalush by involving residents in the dialogues, with a particular focus on internally displaced people. Read more here.
An important outcome of Baltpart is that its lessons, networks and partnerships have led to the Sida-funded project Inclusive Urban Recovery – Capacity Building for Civil Society in Ukraine. This new two-year project enables longer-term collaboration with Ukrainian civil society organisations and builds on Baltpart’s work on capacity building and inclusive participatory processes.
In February 2026, Shared City Foundation launched the Sida-funded project Inclusive Urban Recovery – Capacity Building for Civil Society in Ukraine, which runs until December 2027. The project aims to strengthen inclusive, participatory and democratic local recovery and reconstruction in Ukraine.
The project is implemented in partnership with four Ukrainian civil society organisations:
NGO Renovation Map – Drohobych
NGO Palace – Ivano-Frankivsk
NGO Cedos – Cherkasy
NGO Adult Learning and Education Center – Mykolaiv
Through targeted capacity building, the project will strengthen the organisations’ knowledge and skills in inclusive urban development and promote collaboration between civil society, municipalities, universities, public authorities and private sector actors. In doing so, it contributes to stronger local networks for long-term recovery and resilience.
The project uses the Her City methodology to ensure inclusive and participatory processes, with a particular focus on strengthening civil society’s ability to influence local planning and urban development.
